Library Operational Hours Policy

The Jacksonville Public Library is governed by its Board of Library Trustees which is responsible for the administration of the library and its services.  Per Section 662.102 of the City Of Jacksonville Ordinance Code, the Board of Library Trustees is authorized to prescribe the library’s hours of operation.

The purpose of this policy is to outline the authority of the Board of Library Trustees (BOLT) in prescribing library hours including setting or changing of operational hours.

BOLT will annually approve the schedule of holiday closures presented by the Library Director or his/her designee.

BOLT will approve hours of operations changes presented by the Library Director or his/her designee which may include but are not limited to increases or decreases in hours following annual budget approval and special events closures. 

In the case of a temporary limited emergency, the Library Director is authorized to act with respect to closing a Jacksonville Public Library building or facility.  Immediately upon determining the conditions of a limited emergency, the Library Director or his/her designee will notify the Mayor's office, the Chief Administrative Officer, the Board of Library Trustees and other stakeholders.   All library buildings are public buildings, and, as such, are subject to the provisions of Section 122.107 of the Ordinance Code concerning limited emergencies.
